About this site
This site is maintained by Bryan Sanders, a private homeowner residing within the 300-foot statutory notice radius of the parcel at 2425 South 10th Avenue, Tucson, Arizona 85713. The site documents the public record concerning South Tucson Board of Adjustment Case 25-01, which approved a 70-foot Verizon Wireless cellular tower at that parcel on February 25, 2026.
This is not:
- A political action committee (PAC) or organization
- A nonprofit, 501(c)(3) or otherwise
- A donation-collecting platform
- A commercial enterprise of any kind
- An official communication from any government body
- A platform for user-generated content (no comments, no submissions, no posts)
The site is a personal civic-record website maintained by one individual using personal time and resources. There is no advertising, no affiliate revenue, no paid promotion. The site exists to document a matter of substantial public concern in the author's neighborhood.
Sources and methodology
Every factual claim on this site is sourced to one of the following categories of public record:
- Public meetings. The February 25, 2026 South Tucson Board of Adjustment hearing (audio recording publicly maintained) and the May 5, 2026 South Tucson City Council regular meeting.
- Published codes and ordinances. South Tucson Code Chapter 24 (Zoning), in published versions dated August 5, 2025 and April 27, 2026; Pima County Code Title 16 (Floodplain Management).
- Government determinations and forms. The Pima County Regional Flood Control District Flood Hazard Information Form signed May 5, 2026 by Rachel Forney (submission identifier be7b343e-bbd4-412b-b87c-ed596489a9b7); the official Pima County Flood Hazards Map for the affected parcel.
- Application materials. The Board of Adjustment Case 25-01 application packet filed December 11, 2025, including the application form, Letter of Intent, and photo simulations.
- FCC and FAA registrations. Antenna Structure Registration 1325714 (Sun State Towers monopole at 2675 S. Santa Cruz Lane); FAA Study 2023-AWP-8714-OE.
- Public records obtained through formal request. The May 1, 2026 Public Records Request to the City of South Tucson under A.R.S. § 39-121 et seq., and any subsequent responses or supplemental requests.
Photographs documenting site conditions were taken by the author on or visible from publicly-accessible vantage points (the public alley, the public greenway, a public roadway), with date and time preserved in original EXIF metadata. Photographs of structures, equipment, and conditions on the parcel are documentary in nature; their inclusion is not an allegation of fault, wrongdoing, or liability on the part of any property owner or operator.
Where a claim involves an inference from documents (for example, characterizing the legal effect of a code change, or characterizing whether a finding was or was not made on a hearing record), that inference is the author's good-faith opinion based on the documentary record. Readers are invited and encouraged to consult the underlying source documents themselves; download links are provided throughout the site.
Fair report and opinion
This site quotes public officials and other parties verbatim where their statements appear in public meetings, in publicly available records, or in materials they have themselves placed in the public record (such as an application packet filed with a municipal body). Such quotations are fair report of the underlying proceedings or records, protected under Arizona law and the First Amendment to the United States Constitution.
Where this site characterizes the meaning, sufficiency, accuracy, completeness, or legal effect of those statements or records, those characterizations are the author's opinion based on the documentary record. They are clearly identifiable as opinion either by surrounding context, by use of opinion-flagging language ("the author believes," "in this site's view," "the documentary record indicates"), or by placement in sections clearly labeled as argument or analysis.
References to public officials by name refer to those officials' conduct in their public, official capacity. No claim on this site is intended to refer to any official's private conduct or character.
First Amendment posture
This site is published as a private citizen's good-faith petition for redress of grievances under the First Amendment to the United States Constitution and Article 2, Section 5 of the Arizona Constitution. The matters documented here — the procedural validity of a municipal land-use decision, the conduct of public officials at a public meeting, the published text of a municipal code, the regulatory status of a parcel in a federally-recognized floodplain — are matters of substantial public concern in the author's neighborhood and municipality.
The author's purpose in maintaining this site is to inform other neighbors, the press, elected officials, and the public about a matter affecting his residential block and the broader municipality, and to advocate for procedural review and remedial action by competent authorities.

This site does not solicit donations. There is no payment processor, no donate button, no membership tier, no commercial transaction available through this site.
